This begs the question if every penny taxed is to be returned to "Canadians", why bother collecting the tax in the first place?

Because the wealth needs to be redistributed from the West to the East.
Not just West to East but from middle class to the poor!!! What is the gain in a 1% income tax cut if my expenses on day to day life has a potential of increasing by 5% to 10% or more of my after tax income ? And think Gun Registry of the size and cost of beaurocracy this make work program will create, does anyone know how much this will cost to administer this ?
